CIA torture is mostly never about getting information. That’s just the cover story. Jane Mayer saw it immediately on her first visit to Gauantanamo in about 2004. She wrote in the New Yorker that this is not about torture but about “behavior modification.” The people in charge of Guantanamo and a hundred other secret “torture” camps are BSCT — Behavioral Science Consultation Teams. They are conducting behavioral and cognitive experiments on human beings — just as the CIA has been doing since it was started in 1948. There are a few good books on this history.
The U.N. Convention Against Torture was ratified by the U.S. Senate in 1994, making torture illegal and, due to Article VI of the Constitution (the “Supremacy Clause”), part of the oath all U.S. politicians and military swear to uphold the Constitution. Obama was required by this treaty, now part of the Constitution, to prosecute all those involved with the torture committed by many members of the Bush/Cheney administration, U.S. armed forces, and the CIA.
Obama’s own mistreatment of prisoners held in the Guantanamo detention camp, many of them never charged with a crime, also constitutes torture, such as force-feeding and solitary confinement. Instead, Obama defied the law and violated his oath of office. His refusal to abide by that treaty and law are grounds for his impeachment, but we already know that U.S. “leaders” only obey laws which are convenient and suit their imperialist policies. They expect us to obey the law, but they violate serious international laws of war and human rights with impunity.
